A small device that can turn a gun into a water gun has been discovered in Connecticut, according to a police report.
The device, commonly known as a Glock "switch" or "chip", can be automatically attached to the pistol, switching the weapon to fire only one shot each time the trigger is pulled so that it can fire until it is fully loaded.
Police reports say a few devices have been found by police in Connecticut in recent years, though it's unclear how many of them there are in the state. Human rights activists say it threatens the public because it increases the risk of shooting bystanders, and because it appears to be easy for criminals to take.

Former state lawmaker Mike Lawlor wrote the "red flag" law that allows police to disarm someone if they pose a danger to themselves or others. "These things are easy to come by and very cheap."
A similar tool is the so-called Auto-detect technique. Legally, the device itself is considered a water gun under federal law. Fully automatic guns are legal and rarely seen in violent crimes, but the high cost of firearms has made it easier for criminals around the country to turn their guns into automatics. Now those weapons are showing up in deadly incidents across the country — including a police shooting in Houston last year that killed one officer and injured another.
Lawlor, who also serves on the New Haven Board of Commissioners, said the city's police department has seen about a dozen burned vehicles this year. He said that buying or possessing these devices is strictly illegal, but you can find them online for $20 to $25.
"It's difficult and slow to predict where there will be an accident, other places will have an accident with these things." Lawlor added.

Last September, a suspected drug dealer opened fire on police in Texas, killing Houston police officer William "Bill" Jeffrey in a hail of gunfire and wounding a second officer. Authorities said the suspect was also shot. Video footage shows the body of a police officer shooting a gunshot as officers try to get the suspect, Dion Liddett, to surrender.
"I think it's because ... a lot of law enforcement officers probably don't know these things if they come across them," Lawlor said. "It's just a small area."
Lawlor said other guns could be modified to be fully automatic. But Glocks are a popular brand in America, and many are carried by law enforcement.
A federal investigation revealed that auto ignition coils were sometimes shipped to the U.S. from factories in China. In other cases, the device is made at home using a 3D printer.

Lawlor said the first step could be a campaign to help law enforcement and the public identify the devices. When police do identify who they are and arrest them, Lawlor said, the federal government usually gets involved in the case.
For decades, the scarcity and high cost of water guns made them almost impossible to use in violent crimes.
In 1934, the same year authorities shot Bonnie Parker and Clyde Barrow in Louisiana, Congress enacted the National Firearms Act, a law that required handguns and other types of firearms to be registered with the government. This action followed the bloody St. Valentine's Day massacre of 1929, in which seven robbers were killed by a rival gang in Chicago. The killers used guns. The Gun Owners Protection Act of 1986 tightened the rules on machine guns, prohibiting civilian ownership or sale of illegal weapons.
"I've heard from law enforcement officials in other parts of the country that they are ... a group that supports stricter gun laws," said Jeremy Stein, executive director of Connecticut Against Gun Violence.

Basically, Stein said, the device "overrides" the firing mechanism of a rifle, similar to a bump-stock device, which is a device designed to create an automatic weapon that simulates a full rate of fire.
"There's no legitimate civilian purpose — there's no legitimate reason to own any of these things," he added.
"The other problem is that generally, people who shoot these things don't know what they're doing, and it's really hard to attack them," Lawlor said. "So if you get people who like to shoot those things, bullets are going to go everywhere."
In August, state and local police said they found a modified .40 caliber pistol and a corkscrew in a cache of guns and illegal drugs. Police say the Waterbury man has been charged with three felonies under the state's assault weapons ban, among other crimes — two more guns, military-grade rifles, found during the search.

In February, Waterbury police arrested a local man they say was found in possession of a Glock .40 caliber handgun that had been stolen from Georgia.
At the time, Waterbury Police said, "This particular gun has a 'switch' feature that is designed to allow the user to switch between automatic and fully loaded firearms."
Waterbury police said the amendment made the gun an "assault weapon" under state law, and charged the defendant in the case under the law.
Because the equipment is classified as a firearm under federal law, people caught with it can face federal charges.

In Massachusetts, US law enforcement officers arrested a man they said was in possession of 38 Glock conversion kits in early August, among a large arsenal.
Earlier this year, a New Haven man was sentenced by a federal judge to 120 days in prison and three years of probation for selling "two Glock conversion kits" to a person who sent him on social media.
The man, Angel Reyes Rodriguez, pleaded guilty to illegal possession and carrying of a firearm in a US court in 2021, the US Attorney's Office said.
On May 3, 2019, someone who contacted Reyes-Rodriguez about a Glock handgun posted a photo of it online. During the interview, Reyes Rodriguez said he had a friend who had a "chip" that could make the gun fire automatically, according to court records. The dispatcher called Reyes-Rodriguez who was cooperating with law enforcement. The records show that investigators recorded Reyes Rodriguez selling the witness "two conversion tools" for $500.

The account of events contained in Reyes-Rodriguez's sentencing affidavit, which he did not dispute, states that the witness immediately handed over the equipment to law enforcement. The tool is marked "Made in Austria" and has the Glock logo.
"In fact, Glock does not, and never has, made a gun modification device," the court filing states.
State prosecutors asked the court to impose a much longer sentence than Reyes Rodriguez's sentence, saying that each device "could transform a Glock handgun into an automatic weapon capable of inflicting serious bodily injury."
